There have been lots of solutions posted, but as has been stated, it's pretty much impossible to tell a macro from a real person, once the macro is sophisticated enough.
I think the real problem is the ease with which people can buy ISK online, the most notable source being eBay. I know that you will never completely stop people from selling ISK, however, it would seem like a good start to stop the big ISK selling sites first. That would at least act as a stop gap until a more permanent solution can be found... In particular, I really don't know why CCP hasn't stopped the sale of ISK on eBay as I'm sure it easily could.
I think the main problem currently is the fact that the macroers/farmers abuse the noob corps so that they cannot be legitimately killed. It may be possible to 'trick' some of them into taking from your jetcan, but I'm sure that trick wont work for much longer. Overcoming Script/Farmer 'intelligence' (or lack thereof' is an arms race and as such they will get more and more sophisticated. I think the only real solution is to allow any player to be attacked anywhere (obviously within some given ruleset). The most obvious choice is the existing corp wardec system and the forcing of players into their own 1-player corps after 30 days (or whatever). These 1-player corps (independants) could be cheap or free to own. You'd also have to restrict noob corp members from flying indys to stop them hauling for macroers.
Now, this has been suggested many times, and the obvious counter argument is "but I want to mine solo and not risk being wardecd, this isn't fair to us solo miners". Well, I think it's a case of doing it for the greater good. I appreciate that this would result in some *******s wardecing solo player corps just for fun. However, I think most people are aobve that and and corp that got a reputation for noob-bashing would probably get it's come-uppance fairly quickly. It would also serve to encourage people to band together in their own noob-mining corps, which IMHO isn't a bad thing. With wardecing costing money and 24 hours, it's not everyone is going to wardec solo miner corps for the hell of it - they stand to lose far more than they would gain. The exception to this, of course, would be suspected macroers, who would be liable to receive a lot of attention, due to constant afk mining.
While I can appreciate that it's difficult for CCP to ban an account for unresponsiveness etc, it's much easier for a player to make such a decision, albeit 'Do I kill this player?' rather than 'Do I ban this account?'.
I think this solution has the least impact on players since (I assume) there are not very many legitimate long-term solo players that mine in high sec systems and stay in the noob corp. Those that do would be forced to make a change, however, it wouldn't be a very big change and would have fairly minimum impact on them. For those 'legitimate' solo miners out there that moan about this, I would suspect a large number of you use macros to afk mine and try to use the 'I didn't see the convo request' excuse. For those that mine at the keyboard, then you should feel safe from macro-hunters anyway.
As has been said, this is a problem best left to the players to deal with, I feel that this proposed solution allows that, has minimum impact on everyone else, but maximum impact on macroers. No solution will be acceptable by all, but hopefully the legitimate solo miners out there can see this is a step for the greater good and would raise their mineral prices...
